		<description><![CDATA[The first Texas Rangers were an interesting organization.  Basically a company commander and one middle manager.  What is interesting is the frontier ruffians that were the first rangers we very good at their craft and got the value of the repeating revolver and using that technology with great effect.  These tactical use of the revolver where known, used well in the Mexican War by the Ranger units, but did not fit the US Army&#039;s doctrine.  And of course the Rangers were an unruly, ruthless lot.  Some times the NIH and by whom blind institutions and also the need for knowledge capture is also important to avoid re-inventing the wheel sometimes.  Indeed institutionalization is a huge issue, particularly if it is best practice from one that most would not really want to benchmark.]]></description>

		<description><![CDATA[Could it be the role of middle management to institutionalize new learnings?  In this case,  uneducated frontier ruffians were probably not going to be the best at capturing the new tactics, let alone communicating their successes to their new commanders. Then again, institutionalizing new learnings, most likely, was not in their job description.   New leaders have always emerged with new ideas.  The difficulty is in the institutionalization and continued utilization of the new ideas.        ]]></description>
